Do conservatives mind the hopes and needs of others in their jihad against government?

Each conservative strategy to try to shrink the government seemingly fails to consider adverse affect on other people. Particularly vulnerable people. Am I wrong conservatives? Or is your faith in the invisible hand so strong you see no reason to worry or care?
