Does a child at school who doesn't have a good disciplne can be made a good student without giving punishment?

In previous days at school most the students were given punishment for not having a good disciple, not doinging work and so on and they have bear all sorts of punishment and later became a good citizen and acquired a good name in the society. But now a days it was different, and can't follow the same method to make a good child in view of growing all sorts of technological material, rights of a child, gender and so the student is also going in a wrong way becoming an illiterate being a literate. Even the Govt. also giving instructions not to harm the child, without giving punishment we have to teach them with a good environment, but what about a child who is going in what way he likes who has to blame them, carrying guns at the campus threateing the teacher and fellow students, For all such things who has to be blamed, the govt, the system, the parents, or the society?
